SAN PABLO and BOLINGBROOK AGREE TO BECOME SISTER CITIES

San Pablo City – City officials of Bolingbrook, Illinois, United States of America (USA) will be arriving here on April 17, 2008 to sign sisterhood agreement with this city which aim to promote mutual concern, as their contribution to peace and prosperity of the world.

Bolingbrook Mayor Roger. C. Claar will lead the delegation and will be welcome by San Pablo City Mayor Vicente B. Amante in a fitting ceremony to celebrate the occasion. Both executives are firmly determined that such steps will enchance understanding and friendship between two cities as well as for American and Filipino People.

Other goals of sisterhood pact are development of two cities in the fields of trade, education, cultural, science and technology and commercial exchanges. To bolster the bond, a street in this city will be named BOLINGBROOK in her honor while a street in Bolingbrook, Illinois will be named CITY OF SEVEN LAKES, a fact of what San Pablo City is famous for.

Sister city or town affiliation program is a concept launched by President Dwight D. Eisenhower at the White House in 1956 aiming to promote better understanding among people of the world.

There were only 31 Philippine Cities that have as to many sisterhood pact in 1975, and had grown since then to 488 sister city agreements in 2008 in different countries around the globe.

NAMUMUKOD NA PAROLE AND PROBATION OFFICE

San Pablo City – Alang-alang sa ipinakitang natatanging paglilingkod, sapagkat ito’y nalalakipan ng integridad, dedikasyon at matapat na pagmamalasakit sa mga nasa subok-laya at mga bilanggong napagkalooban ng kapatawaran ng Tanggapan ng Pangulo, upang sila ay magabayang maibalik sa pagiging mabubuti at katanggap-tanggap na kagawad ng lipunan, si Bb. Yolanda B. Deangkinay ay kinilalang “Most Outstanding Probation and Parole Officer for Calendar Year 2007” ng Parole and Probation Administration, isang sangay ng Kagawaran ng Katarungan. Ang gawad ay nilagdaan at ipinagkaloob ni Justice Ismael Heradura bilang National Administrator ng Parole and Probation Adminstration.

Ang San Pablo City Parole and Probation Office na kanyang pinamamatnugutan ay kinilalang “Model Probation and Parole Office” para sa katimugang Tagalog na nilagdaan at ipinagkaloob ni PPA-Region IV Director Corazon “Baby” Ocampo.

Ang San Pablo City Parole and Probation Office ang may pananagutang gumabay sa mga nahatulan ng hukumang pinagkalooban ng subok-laya o kaluwagang makapanirahan sa piling ng kanilang pamilya sa pasubaling sila ay regular na makikipag-ugnayan sa pinakamalapit o nakasasakop na Probation Office, at mga bilanggong napagkalooban ng patawad ng Tanggapan ng Pangulo, na naninirahan dito sa Lunsod ng San Pablo, at mga Munisipyo ng Alaminos, Rizal at Nagcarlan.(7 Lakes Press Corps)

PCAMRD CITES RUBEN TANINGCO

San Pablo City - For his continued support to the programs of the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) hometown journalist Ruben E. Taningco was cited by Science Secretary Estrella F. Alabastro during the commemoration of the 20th Founding Anniversary of the council held at PCAMRD Headquarters Building in Los Baños, Laguna.

PCARMD is one of the sectoral councils under the Department of Science and Technology.

The citation reads as follows: “For his invaluable support to the Philippine Council for Aquatic and Marine Research and Development-Department of Science and Technology (PCAMRD-DOST) in disseminating aquatic and marine technologies and information related to aquatic and marine resources protection and conservation; for popularizing technical information’s language to reach the various level of society- the farmers, the fish farmers, the fisherfolk, the students, the researchers, the entrepreneurs, the policy-makers and the general public, and for assisting PCAMRD in the technology transfer activities through the print media.”

Old timers at the City Hall of San Pablo recalls that Taningco, then connected with the Office of the City Engineer, was assigned to provide communication support to the Technology Transfer Program being implemented by the Field Office of the defunct National Science Development Board (NSDB) for Southern Tagalog based in this City by former Mayor Cesar P. Dizon from March of 1968.

It was a responsibility that he undertook until the regional office of the DOST-Region IV was transferred to Los Baños. Taningco also started servicing the communication needs of PCAMRD since December of 1997.

Dr. Rafael D. Guerrero III, PCARMD Executive Director, said other awardees in the print media category are Rodolfo A. Fernandez of The Philippine Star and Zac Sarian, Agriculture Editor of The Manila Bulletin.

CCW BARES NEW SET OF OFFICERS

San Pablo City – Citizen’s Crime Watch (CCW), a police multiplier NGO has announced new set of officers for its chapter here to enhance their self-imposed mandate in assisting the authorities against criminalities.

CCW Region IV Director Fernando L. Alina bared the incoming team as follows: Chairman, Reynaldo M. Dantic; Vice_Chairman, Victor B. Dumaraos; Treasurer, Rodolfo M. Peñaflor; Secretary, Ceasar Ornillo; Auditor, Nestor Tolentino; PRO, Pedro T. Echague; Intel Chief, Emmanuel M. Reyes; Deputy Intel, Robert Magmanlac; Chief of operation, Orlando Guevarra; Deputy, Jose M. Ronquillo; CCW-TMG Chief, Dionisio A. Pipit; Liason Officer, Danilo Ramos; Adviser, Carlos D. Ramos and Dionisio L. Basit.

Said officials will directly report to Regional Coordinator Juliet C. Bedonia at their SPC Shopping Mall Office.

The group will present their anti-crime advocacies to P/Supt Joel Pernito, San Pablo City PNP Chief upon their courtesy call early next week.

SAN PABLEÑA ADDS ANOTHER FEATHER TO HER CAP

San Pablo City - There’s no way stopping her! Ms. Isabelita Marcelo Abele, Filipina-American President and CEO of US Lumber, Inc., in Woodbury Heights, New Jersey in U.S.A. received another award last March 31 for being one of the New Jersey’s Best 50 Women in Business in 2008.

Ms. Abele, a native of Barangay San Miguel, San Pablo City, has been a consistent recipient of Outstanding Filipino-American Award in the field of business in the United States.

In 2005, she received the Asian Entrepreneur of the Year Award during a recognition dinner in Washington D.C. Corollary to this and because of $10 million sales of her timber business, she was given the 2005 Enterprising Women of the Year Award in a special ceremony at Walt Disney World in Orlando, Florida.

In 2004, Abele was named one of the 25 Women of Influence for NJ BIZ and the Philadelphia Business Journal; Woman of the Year for the Girl Scouts of South Jersey Pines and was a finalist for the Wells Fargo Asian American Business Leadership Award.

Her success story is worth emulating because it is built upon courage and tenacity. When she left the Philippines to seek new opportunities in America, she was confronted with diverse problems but like a true blue blooded San Pableña, she managed to swim against the tide and meet all the adversities head-on. One good thing about Abele is her ability to learn from challenges and mistakes and the courage to put whatever disadvantages she has into positive selling points.

She said during one of her speeches, “No one has the right to strip us of our freedoms. To fulfill our dreams we must take risk. At the same time, all of us must bring humanity to everything we do. Success in life is not measured in dollars and cents. It is measured in the everyday things we do and how well we do them.”

One of her rare achievements is having been selected as a “Top-Idea Maven” by the Woman’s Advantage. Her quotes will appear in the 2008 Woman’s Advantage Calendar.

PROGRAMA NG SAN PABLO PNP, EPEKTIBO



San Pablo City - Puspusan ang kampanyang ginagawa ng kapulisan sa lunsod na ito laban sa kriminalidd at iba pang illegal na gawain dahilan upang bumaba ang crime index dito.

Ang patuloy na programang ipinatutupad ni P/ Supt Joel Pernito kaugnay sa barangay visitation ay nakapag-ambag ng malaki sa kampanya sapagkat natamo nito ang layuning makuha ang koordinasyon ng bawat opisyal at residente ng mga barangay. Naging mabisang sandata rin ang naturang programa sa paglikha ng kaisahang pagkilos laban sa krimen.

Ngayong unang quarter ng taon ay naitala ng San Pablo CPS ang pinaka-mahusay na performance sa buong lalawigan, sa pagkaka-aresto ng maraming pusher at user ng illegal na gamot sa tulong ng mga opisyal ng barangay. Sanhi nito ay nagpanukala si COP Pernito sa pagpapatupad ng BADA (Barangay Anti-Drug Abuse) sa lunsod upang higit pang mapasigla ang kampanya laban sa krimen.

Sakop ng programang isinusulong ni Hepe Pernito ang information campaign tungkol sa mga “modus Operandi” ng mga masasamang elemento ng lipunan tulad ng laglag barya, fake gold ring, tutok kalawit, dugo-dugo, budol-budol at iba pang panlilinlang sa taumbayan. Ipinaaalam ng pulisya kung ano at paano ito maiiwasan.

IWAS DENGUE, INILUNSAD NG JAYCEES SA SAN MATEO

San Pablo City- Ang Sangguniang Barangay ng San Mateo sa pangunguna ni Chairman Nonie V. Aquino ay may-roong sinusunod na patuluyang palatuntunan laban sa sakit na dengue.

Aniya, higit pang naging masigla ang kanilang kampanya nang ito ay akuin ng San Pablo "Seven Lakes" Jaycees, Inc. sa pamamagitan ng paglulunsad ng proyektong "Lamok Yari Ka sa Operation: Iwas Dengue."

Ang San Pablo "Seven Lakes" Jaycees, Inc. ay kilala ngayon bilang Junior Chamber Inter-national Philippines (JCIP) San Pablo City.

Bilang proyektong maituturing na pagsubok kay City Administrator Loreto S. Amante bilang bagong tanggap na kasapi ng JCIP-San Pablo City o “Baby Jaycee,” ang proyekto ay sumailalim ng pagsusuri sa kalalagayan at pangangailangan ng barangay, at pagbalangkas ng angkop na palatuntunan, paglalaan ng sapat na pondo, pagkuha ng sapat na mga tauhan, at personal na pangungu-na sa implementasyon,.

Ang JCIP-San Pablo City ay isang training organization kung saan ang mga kasapi ay pinauunlad o pinalalawak ang kamalayan at karanasan sa pangangasiwa at pamamahala, na magsisimula sa pagpapatupad ng mga palatuntunang pampamayanan.

Ayon kay Chapter President Normand I. Flores, ang Proyektong "Lamok Yari Ka sa Operations: Iwas Dengue" ay naglalayong mabigyang-diin sa Lunsod ng San Pablo ang halaga ng pagsasakit na mapanatiling malinis ang kapaligiran upang manatiling malusog ang mga mamamayan.

Aniya, ang kampanyang ito ay hindi pana-panahong palatuntunan lamang sapagka't sa pag-uugnayan nina City Health Officer Job D. Brion at ABC President Gener B. Amante, ang anti-dengue campaign ay kasama sa barangay development plan ng bawat sangguniang barangay.

Ito ay pinaglalaanan ng sapat na pondo ay ipinatutupad sa buong taon, taun-taon, dito sa lunsod. (ret/7LPC)

PROYEKTONG PANGKABUHAYAN PRAYORIDAD NI MAYOR VIC

San Pablo City - “Sa panahon ng kahirapan, marapat lamang na higit na bigyang pansin ang pangkabuhayan ng lahat ng mamamayan upang maiangat ang ekonomiya ng Lungsod ng San Pablo”, ani ni Punonglunsod Vicente B. Amante noong nakaraang Linggo. Kung kaya’t sa taong 2008, isinusulong ng alkalde ang mga programa at proyektong pangkabuhayan.

Ayon kay Mayor Amante, pinag-aaralan ng kanyang administrasyon ang pagsasagawa ng diversion road nang sa ganoon ay maisaayos at mapalawak ang kalakalan sa lunsod. Binigyang diin din ng Ama ng Lungsod ng San Pablo ang pagdidisiplina sa mga drivers partikular ang mga nagmamaneho ng tricycle upang maibsan ang trapiko, makaiwas sa aksidente at mga hindi inaasahang pangyayari.

Binanggit din ni Amante na sa taong kasalukuyan, palalawakin ang turismo sapagkat malaki ang kanyang paniniwala na ang lunsod ay isang tourist destinaion. Aayusin at pagagandahin ang pitong lawak, una ang Sampaloc Lake. Patuloy sa pakikipag-unayan si Mayor Amante sa iba’t-ibang ahensya na makatutulong sa lunsod ukol sa rehabilitation ng lawa at relocation ng mga nakatira sa paligid nito. Dugtong pa ng punonglunsod na may pauna ng pledge na nagkakahalagang Php 3,000,000.00 mula kay Senadora Loren Legarda para sa proyekto.

Nakikipag-ugnayan din siya sa Pamahalaang Panlalawigan at sa iba’t-ibang tanggapan para sa pag-papaunlad ng turismo ng lunsod.

Sa pagpapatuloy ni Mayor Amante, inaasahang magiging maganda ang ekonomiya ng lunsod at lalo pang uunlad sa darating na panahon. (Jonathan Aningalan)

ONE STOP PROCESSING FOR LOCAL LICENSEES

San Pablo City - Now on its 13th year, the processing of documents for renewal of business permits inside the building constructed specifically for that purpose, continue to lure or entice observers from far and near local government units, to include some mayors from Papua New Gunea and Vietnam, according to City Administrator Loreto S. Amante, who personally supervised the processing activities at the now famous One Stop Processing Center of San Pablo City.

As a norm established by Mayor Vicente B. Amante in January of 1996 to fast track the processing of applications for renewal of business permit and license, all offices and agencies involved in the processing of the documents assigned responsible personnel at the One Stop Processing Center, viz: Office of the City Engineer, City Health Office, Bureau of Fire Protection, and Office of the City Assessor. The City Treasurer and the Chief of Business Permit and License Division have permanent spaces or cubicles at the center.

The Department of Trade and Industry, the Social Security System (SSS), the Philippine Health Insurance Corporation (PhilHealth), and the National Food Authority are also being provided with spaces up to the 20th day of January.

If the applicants could present all the requirements prescribed by law, the processing must be completed within 30 minutes, but sometimes, the movement of papers are delayed at the Cashier’s Counter because as a rule, only bonded Treasury personnel are authorized to accept payments and to issue the corresponding receipt in behalf of the City Treasurer.

Miss Marieta P. Mabilangan, Chief of the Business Permit and License Division, said application for renewal of business permit and license will be accepted up to January 20, and delayed applicants will be charged with a 25% surcharge of the fees they are suppose to pay. She added that new registrant will be entertain after January 20.

A planning officers from Palau, and a district mayor from Vietnam, made a common observation that the Amante”s One Stop Processing Center is truly functional, for it is a temple where mass wedding are being held; a theater for it is an ideal venue for public convocations; and a gymnasium/auditorium where cultural presentation can be performed. It is an atrium or court yard for investment-friendly local government transactions.(7LPC)

RUBEN E. TANINGCO: ANG TAMBULI NG LUNSOD NG PITONG LAWA

Si Ruben E. Taningco habang masayang tinatanggap ang isa sa mga parangal at gawad na natamo sa kanyang halos 40 taong paglilingkuran bilang isang mamamahayag.

Sa maraming gawad at mga parangal na tinanggap na ni Hometown Journalist Ruben E. Taningco, kasama na ang pagiging isa sa sampung (10) indibidwal na tumanggap ng Gintong Gawad nang ipagdiwang ng Surian ng Wikang Pambansa o Institute of National Language noong Agosto 19, 1987 ang kanilang ika-50 Anibersaryo ng Pagkakatatag, at napabilang rin siya sa pinarangalan bilang One of the Ten Most Outstanding San Pableño nang gunitaan ng Lunsod ng San Pablo ang ika-50 Taon ng Karta nito noong Mayo 7, 1990 sa pamamatnugot ni Alkalde Zacarias A. Ticzon. Siya ay napasama rin sa 50 San Pableño na pinagkalooban ng Gawad ng Pagpapahalaga ng San Pablo City Red Cross Chapter ang kanilang gunitain ang ika-50 Anibersaryo ng Pagkakatatag bilang isang nagsasariling balangay o Red Cross Chapter, ay lubos niyang minamahalaga ang Gawad Gintong Tambuli, na tinataguriang Lifetime Achievement Award, na ipinagkaloob sa kanya ni late Professor Hipolito B. Aycardo, na Regional Director noon ng Department of Science and Technology-Region IV, ng gunitain ng nabanggit na tanggapan ang kanilang ika-tatlong dekada ng paglilingkod sa Katimugang Tagalog noong Nobyembre ng Taong 2000.

Ang tambuli, sang-ayon sa kasaysayan ay isang katutubong instrumento para sa dagliang paghiling ng tulong, at sa panahon ng kapanatagan ay isang paraan ng pagtawag ng pansin ng lahat para gumawa ng isang bagay para sa kagalingan ng nakararami sa pamayanan. Naniniwala si Taningco, na siya ay naging instrumento upang makilala sa Lunsod ng San Pablo, at mga kanugnog na munisipyo, ang mga gawain ng Field Office ng National Science Development Board (NSDB) na binuksan noong Marso ng 1968., upang mabuksan ang marami na gamitin ang mga impormasyon sa bunga ng mga pananaliksik sa larangan ng siyensya at teknolohiya sa paggawa ng mga artikulo ng kalakalan, na naging sandigan ng kabuhayan at pamumuhay ng ilang indibidwal sa Katimugang Tagalog simula noon. Ang gawad ay pagpapaalaala kay Taningco na siya ay 32 taon ng isang kusangloob na tumutulong sa pagpapasigla ng mga disiplina sa siyensya at teknolohiya, na tulad ng isang tambuli, na habang naluluma ay lalong umaayos at nagiging maganda ang tunog nito.

Ang malasakit ni Taningco sa pagsusulong ng technology transfer program ay pinasigla noong Dekada Otsenta, sapagka’t noon, ang mga gawain ng National Science and Technology Authority ay sinusuportahan ng Small Business Advisory Council (SBAC) na pinakikilos noon ni Engr. Malou P. Orijola, at ng National Cottage Industry Development Authority (NACIDA) sa ilalim ng Department of Trade and Industry, kaya naging malawakan siyang nagagamit sa pagpapalawak ng kamalayan tungkol sa mga industriyang pantahanan na salig sa siyensya, na pinahahalagahan din noon ni Alkalde Cesar P. Dizon kaya siya ay naging malaya sa pagkakaloob ng suportang pangkumunikasyon sa mga gawaing ito.
