“SALAMAT MGA KASAMA “- Sa tanang buhay ko ay ngayon ko lang naramdamang talagang hindi ako nag-iisa, hindi nangungulila at may mga kasamahan sa propesyon, kakilala man o hindi, na kakampi sa isang bagay na kailan ma’y hindi ko inaasahang sasapit sa aking buhay.
Noong Miyerkules ng umaga ay kinumpronta ako ni Felix Monchito Ambray Ilagan Jr. alias Mito at tinanong tungkol sa iyakan blues sa Sangguniang Panlunsod (SP) na hindi ko personal na nasaksihan. Nilait niya ako, dinuro at pinagbantaan upang huwag itong isulat at huwag nang pakialaman.
Wala namang sanang suliranin dito kung nagkataong siya ang aking editor ngunit ang problema ay hindi naman dahil kapatid siya at confidential assistant ni Vice-Mayor Martin Ambray Ilagan na nasa lead role ng nangyaring iyakan sa SP. Gamit ang intimidasyon ay ipinag-utos niya sa akin ang mga bagay na hindi ko dapat isulat na nagpalala sa problema.
Bilang manunulat ay karapatan kong magkaroon ng independence sa mga artikulong alam kong tama at nararapat mabatid ng mga tagasubaybay. Hanggang sa ngayon ay wala tayong binibigyan ng karapatan na magbawal sa akin na sulatin ang isang lathalain hangga’t naayon sa panuntunan ng mga umiiral na batas. Hindi rin ako pinagbawalan ng aking editor bagama’t nasa kanyang pagpapasya kung ilalathala ito o hindi.
Ganito humigit kumulang ang backgrounder ng mga pangyayari na naganap mga 10:30 ng umaga ng Miyerkules, Enero 7, 2009, na nasaksihan ng maraming katao sa harap ng One Stop Shop Processing Center. Nahaharap ako sa isang napakalaking pagsubok na medyo may kabigatan. Nasa pagitan ako ng pag-iisip kung paano bubuhatin ang dalahin nang simulang makatanggap ng tawag at text buhat sa mga kapatid sa hanapbuhay, na ang ilan ay hindi ko kakilala nang lubusan, na nangako ng suporta sa akin.
Ang dalahin ay biglang gumaan para sa akin at nawika kong ganito pala ang media profession na nagdadamayan, nagtutulungan at binibigyan proteksyon ang kasamahang nasa gilid ng panganib. Ramdam na ramdam kong hindi na ako nag-iisa at hindi mag-iisang haharap sa banta.
Sa aking mga kapatid sa hanapbuhay, maraming salamat sa pledge of support na ipinaabot ninyo sa akin. Hinding-hindi ko ito malilimutan habang ako’y nabubuhay.
Bilang ganti at bilang pagtanaw ng utang na loob ay asahan ninyong hindi ako matatakot sa pagbubunyag ng katotohanang gumagapos sa ating mga kababayan sa antas ng kahirapan. Ang atras ko ay magiging sugod dahil batid kong kayo’y nasa aking likuran.(SANDY BELARMINO)

BAGSAK PRESYO SA BAGONG SERBISYO PROMO NG SPCWD, PINALAWIG
San Pablo City - Kaugnay sa pagdiriwang ng ika-35 taon ng pagkakatatag ng San Pablo City Water District (SPCWD) at bilang pasasalamat sa naging maayos na operasyon nang nakaraang taon ay extended ang promo ng naturang ahensya hinggil sa pagpapakabit ng bagong serbisyo ng patubig.
Sakop ng nasabing promo ang lahat ng klase ng koneksyon mula sub-connection, short lateral hanggang long lateral na karaniwang binabayaran mula P5,153 hanggang P9,863 sa panahong walang promo ng bagsak presyo ng pagpapakabit.
Ayon kay Al Genove, communication Officer ng SPCWD ay mananatili sa halagang P1,250 ang magagastos ng isang magnanais magkaroon ng serbisyo ng patubig sa nalolooban ng promo period na magtatagal hanggang Hunyo 30, 2009. Sa promong patubig sa ibinagsak na halaga ng SPCWD ay libre na dito ang labor at materyales.
Inaasahang dudumugin ang bagsak presyo sa bagong serbisyo ng patubig dahil ito’y malaking katipiran para sa mga karaniwang San Pableño, bukod pa sa haba ng pagkakataong ipinagkaloob ng SPCWD upang ang nasabing halaga ay kanilang mapag-ipunan.

San Pablo City - A former city fiscal representing professional sector was appointed director of San Pablo City Water District (SPCWD) by Mayor Vicente B. Amante in a simple ceremony held at the city hall compound here yesterday.
Besting many nominees among professional groups, the choice was narrowed down to Fiscal Gerry Ilagan due to his meritorious performance as city prosecutor until his retirement late last year, and the first nomination so far from San Pablo Bar Association for the 35 years existence of the water district. Doctors and engineers have the most appointees in SPCWD’s history.
A true blooded blue eagle, Ilagan graduated from Ateneo de Manila University College of Law in 1966 and passed the bar exams the following year. He served as legal counsel of SPCWD during its formative years in 1974 until he joined Department of Justice (DOJ) as assistant regional prosecutor for Southern Tagalog and subsequently city fiscal in 2002.
The former fiscal was happily married to Hildeliza Resurrecion of Tiaong, Quezon. They are blessed with three sons and a daughter all of whom are professional. The eldest, Arvin is an Anesthesiologist; Fr. Clarence, a secular priest; Hazel, a Pharmacist while the youngest Wendell is a DOJ prosecutor assigned in Quezon.
Fiscal Ilagan retroactively assumed his position as member of the Board of Directors January 1, 2009 for a term of six (6) years vice Dr. Rody Estiva.

MUNICIPALITY OF SAN JOSE (MALAMIG)
Being epuipped with own mobile patrol trikes, ambulance, farm implements and being the territory of the newly constructed San Pablo City General Hospital and Dalubhasaan ng Lunsod ng San Pablo (DLSP), ABC President Gener B. Amante often receive a witticism from pals that his barangay could now survive as an independent municipality. It’s simply a joke but there’s shadow of truth in it.
When I visited him these past holidays, I saw how the place improved. The surroundings are clean, peaceful and orderly. The woman sector especially the elderly had organized themselves into groups that oversee the environment. They even designed a program that will promote camaraderie among the residents and at the same time cultivate hidden talents of the youth. They are now in the stage of preparing for a Barangay Margi Gras in March to coincide with the celebration of the barrio fiesta, according to ABC President.
I asked Chairman Gener who incidentally is my ninong why garbage is not a problem in Malamig. First he smiled then shared to us his “secret”. According to him, every time somebody indiscriminately throw garbage on the road or anywhere in the barangay, he would summon the person and talk to him/her with a stern warning that in the event he/she would do (throwing of garbage) it again, the said person would wake up the following morning with all the garbage piled up in their yard. He makes it a point to have the agreement in writing signed by the subject and it has been proven effective.
If the adopted technique of Chairman Amante is convincing and adequate to make San Jose clean and orderly, why not the Sangguniang Panlunsod headed by Vice Mayor Frederick Martin A. Ilagan adopt its own system and programme or simply copy it so we can get rid of all the thrashes and garbages in the periphery of the city proper? After all, after proper representation they can avail of the services of the GSO, PSAF, the policemen, the BPSO and the CIO in the dessimination of information.
This 2009, it’s about time that the Sangguniang Panlunsod design a scheme that will make the City of San Pablo totally clean and orderly. If the cities of Marikina, Caloocan, Parañaque, Puerto Princesa and Davao among others and the Municipality of Los Baños can do it, why can’t we? It’s a shame if we cannot!
Just this past two weeks, the San Pablo City Shopping Mall and the street surrounding it were stuffed with thrashes caused by vendors. I guess it could have been avoided had the vendors been reminded to place their respective garbages in trash bags so it would be easy for the garbage collectors to pick it up. The information could have been given before or during the issuance of permits. Mahirap ba ‘yon?
Well, if the Sanggunian Panlunsod of San Pablo City cannot even have the required quorum for their regular session, it would be “suntok sa buwan” to expect them to look into the cleanliness and orderliness of the city, am I wrong Ma’am Capuno?(Mel B. Evangelista, Laguna Courier)

WE WILL DEVELOP THE COUNTRYSIDE-LAZARO
SAN PABLO CITY –In the interview given by Governor Teresita S. Lazaro to the leaders of the Seven Lake Press Corps after a ceremony held at the San Pablo Central School here recently, she said that to help develop more micro and small entrepreneurs in Laguna, she had instructed the Provincial Planning and Development Coordinator to conduct a comprehensive studies to formulate a program that would facilitate the establishments of a Packaging Research and Development Center, in order that local enterprises could easily penetrate supermarkets in the country and selected overseas markets to help create more jobs in the province.
The lady governor said her office with seek the help of the Department of Trade and Industry (DTI), and of the Department of Science and Technology (DOST), for the design of a seal that would serve as the iconic symbol of quality of any article of commerce produce within the jurisdiction of the Province of Laguna.
Ningning Lazaro is optimistic that the final results of the different surveys conducted by rhe National Statistic Office (NSO) will help update the statistic on the number of micro and small enterprises in Laguna. These data are needed to reformulate the comprehensive development plan of the Provincial Government of Laguna, as required by the National Economic and Development Authority (NEDA), and as stipulated in the Local Government Code of 1991 or Republic Act No. 7160.
It is fortunate that major research and development (R & D) institutions, both under the Department of Science and Technology, the Department of Agrciultures and the Department of Environment and Natural Resources are located in Los Baños, and Lazaro believes that the interest of the people must be directed in science and technology, since Science and Technology plays a major role in the formulation and implementation of priority projects.
Governor Ningning Lazaro encourages the Office of the Provincial Agriculturist and the Office of the Provincial Veterinarian to continue introducing modern farming and animal husbandry technologies to help optimize the remaining agricultural land of the province.

PRE-PAGEANT: LAKAN AND MUTYA 2009
Isinagawa ang pre-pageant night ng Search for Lakan and Mutya ng San Pablo 2009 noong Sabado, Enero 3, kung saan itinampok ang talino, kakayahan at kagandahan ng mga kandidata sa pagrampa sa entablado suot ang swimsuit at kaswal na pananamit. Kamakailan ay isinagawa na rin ang Talent Night ng naturang paligsahan upang sa ganoon ay sa darating na Enero 10 sa Main Stage ng San Pablo City Plaza ay pipiliin at itatanghal ang natatanging Lakan at Mutya ng San Pablo para sa taong 2009. Ang Search for Lakan and Mutya ng San Pablo ay bahagi ng isang linggong isasagawang COCOFEST 2009, ito’y bilang pagpapahalaga sa industriya ng niyog at pagdakila sa patron ng Lunsod na magdiriwang ng kanyang kapiyestahan sa darating na Enero 15. Nasa ika-14 taong pagtatanghal ang COCOFEST na pinasimulan at magpahanggang sa ngayon ay itinataguyod pa rin ng Administrasyon ni Mayor Vicente B.
