BM KAREN AGAPAY, GANAP NANG ABOGADO




San Pablo City - Nanumpa na bilang ganap na abogado si Senior Board Member Katherine “Karen” C. Agapay ng 3rd district ng lalawigang ito makaraang mapansin ng Kataastaasang Hukuman ang hindi makatarungang pagka-antala ng kanyang pagganap sa tungkulin bilang isang manananggol.

Magugunitang pumasa si Agapay sa Bar Exam noong Setyembre 2005 subalit pansamantalang ipinagpaliban ng Office of the Bar Confidant ang kanyang panunumpa at paglagda sa Roll of Attorneys dahil sa walang basehang sakdal na inihain nina Dodi Banzuela at Iring Maranan sa Tanggapn ng Deputy Ombudsman for Luzon noong Enero 5, 2005, kaugnay sa loteng pagtatayuan ng isang paaralan.

Na-dismissed at tuluyang ibinasura ng Ombudsman ang naturang kaso for lack of probable cause, dahilan upang mabigyan ng clearance si Agapay.

Sa petisyon ni Agapay sa Korte Suprema ay Office of the Bar Confidant na ang humiling sa hukuman na bigyang pansin ang nasabing kahilingan, naging daan upang mapabilang ang naturang bokal sa Roll of Attorneys ng Pilipinas mula Mayo 5, 2008.

Sa panayam ng pahayagang ito kay Atty. Karen Agapay hinggil sa dalawang taong pagkaantala ng kanyang panunumpba bilang abogado ay sinabi niyang “Sadyang ganon. The law maybe harsh, but it is still the law. Ang importante, hindi naging hadlang ito upang patuloy akong tumulong sa mga kababayan ko sa Laguna.” (NANI C. 20 MILYONG PISONG PROYEKTO SA 44 BRGY. NG 3RD DIST. BUHAT SA PDF NI REP. ARAGO


San Pablo City - Humigit kumulang sa P20 Milyong Pisong halaga ng proyekto at pagawaing bayan ang ipinamahagi ng Tanggapan ni 3rd Dist. Congresswoman Ivy Arago sa 44 na barangay sa isinagawang simbolikong turn-over dito noong Huwebes ng umaga.

Ang proyekto ay kinapapalooban ng farm to market road para sa mga malalayong barangay, pagpapakumpuni ng mga school building, konstruksyon ng mga barangay hall at scholarship grant para sa mga kapus palad na mag-aaral. Ang nasabing halaga ay bahagi ng priority development fund (PDF) ni Rep. Arago.

Sinaksihan ang nasabing turn-over nina City Mayor Vicente B. Amante ng San pablo, Mayor Cesar Sulibit , Liliw; Mayor Wilnefredo Berris, Calauan; Mayor Nelson Osuna, Nagcarlan; Mayor Rolen Urriquia, Rizal at Mayor Dwight Kampitan ng Victoria sampu ng mga barangay official mula sa pitong bayan ng distrito. Hindi nakadalo si Alaminos Mayor Eladio Magampon dahil nagdaraos ng kaarawan sa kanyang bayan.

Bahagi ng nasabing programa ang pagpapasinaya sa isang ambulansyang gagamitin ng 3rd district, samantalang hinihintay pa ang ptiong mini-ambulance na nauukol sa bawat bayan. Kaalinsabay nito ayon kay Arago ay darating din ang isang farm truck na libreng magagamit ng mga magsasaka sa pagdadala ng kanilang inaani sa mga food terminals.

Sa kasalukuyan ay 78 barangay na ang nakinabang sa PDF ni Arago kabilang ang 34 na una ng napagkalooban ng proyekto nang nakaraang Pebrero.

Kaugnay nito ay nagbigay kasiguruhan ang mambabatas na patuloy siyang magsasagawa ng konsultasyon upang alamin ang pangangailangan ng kanyang nasasakupan. Lubos aniya silang kanyang pinahahalagahan kung kaya ang bawat pondo mula sa tao ay muli niyang ibinabalik sa mga ito.

MGA NATATANGING SAN PABLEÑO, PINARANGALAN

San Pablo City - Labing-isang personahe na nakapagbigay kinang sa mga piniling larangan dito at maging sa ibang bansa ang pinarangalan bilang namumukod-tanging San Pabelño kaugnay sa pagdiriwang ng ika-68 taong pagkakatatag ng lunsod na ito noong Martes nang gabi.

Ang kanilang ambag sa lipunang ginagalawan ang naging pamantayan ng pagkakapagwagi na pinahalagahan ng mga samahang sibiko, NGO at iba pang propesyonal na pinanguluhan ni Dr. Ester Lozada ang Division of City Schools Superintendent.

Sina Mayor Vicente B. Amante at City Administrator Loreto “Amben” Amante ang naggawad ng karangalan, na sinaksihan nina Vice-Mayor Martin Ilagan, Bokal Rey Paras, mga miyembro ng Sangguniang Panlunsod, department head ng lokal na pamahalaan at mga kaanak ng mga awardee. Sumaksi rin ang mga opisyal ng DepEd.

Napili si Justice Arturo D. Brion sa larangan ng Government Service dahil bukod tanging San Pableño na nakapaglingkod sa tatlong sangay ng pamahalaan. Una na siyang naging mambabatas, kalihim ng Dept. of Labor and Employment at katatalaga lamang na associate justice ng Mataas na hukuman. Si Justice Rodrigo V. Cosico ng Court of Appeals ang sa Law and Judiciary dahil nagawa niyang mapabantog ang nag-iisang College of Law sa lunsod.

Sa Siyensiya at Teknolohiya ay naihanay ng Nobel laureate na si Dr. Rodel D. Lasco ang sarili sa mga matatalinong tao sa daigdig at sa larangan ng musika ay nagawang makapag-perform si Ester Alcantara Locson sa harap ng mga makakapangyarihang nilalang sa buong mundo. Hindi nagpahuli si Dr. Aristotle B. Alip sa larangan ng Rural Development sapagkat buhat sa kanyang kaisipan ay nabuo ang isang institusyon na mula sa San Pablo ay lumaganap dito at sa ibang bansa.

Malaki ang naiambag nina Renato A. Belen sa Agrikultura, Danilo D. Dichoso sa Engineering at Liza Danila sa Palakasan kung saan ay di mabilang na medalya ang naihandog sa lunsod buhat sa pakikipagpaligsahan sa ibayong dagat. Sa larangan ng Edukasyon ay buong pagkakaisang iginawad ang parangal kay Dr. Amelia A. Biglete na ngayo’y tumatayong CHED Regional Director sa Timog Katagalugan.

Hindi maisasantabi ang pagsisikap sa negosyo ni Plaridel de la Cruz na sa pag-angat ng kanyang produktong Collette’s Buko Pie ay kasamang umuunlad ang lunsod at lalong hindi matatawaran si G. ARISTEO K. PALOMAR, EPITOME OF FINE PUBLIC SERVANT


Character, they say, is perpetual wealth. Patience, perseverance and other related values lead anyone to have confidence on himself to realize the light after long journey, whereupon becomes the ultimate source of strength that breeds contentment.

For everybody to live he must work and anybody for that matter must work to live. It doesn’t matter that in order to live he must start on a far lowest level of echelon for as long as he is enjoying what he does and contented despite the odds which confronts him. There were harsh obstacles along the road but can be conquered so long as anybody is eagerly determined.

Success is a matter of contentment, disciplines and determination. It gives anybody inner pleasure, erases fear and worry to overcome envy and jealousy. With these, reaching the peak will not be far behind.

It was later that we knew, that the professional life of our retired City Treasurer Aristeo K. Palomar was no different from others. What we knew was his pleasure to serve, determination to impose discipline as to the mandate of his office and contentment on his calling as respected public servant.

At that instance, we saw him at the top, worked and dealt with him with complete innocence about his humble beginnings and the travails he’d gone through. City Treasurer Palomar created the steps which built his own destiny. He invested on himself that reaped dividends on his career.

Retired last May 1, 1995, the former city treasurer started as a lowly clerk, functioning as land tax campaigner at City Treasurer’s Office of Lucena City on September 11, 1963 for annual income of P1,680. There were obstacles along his path but for a man of integrity, honesty and as hardworking as he was, he rose from the ranks.

Promoted years later to supervisory position, his dedications brought him farther to middle-level management. He had totally conquered the challenges when he was appointed Asst. City Treasurer of Lucena in 1976 and eventually City Treasurer of San Pablo City in January 20, 1987. For 32 years, he was an epitome of loyal public servant, a morale he faithfully passed on among his children and his peers.

It’s been 13 long years since he retired from government service, but his good example will remain a classic, for others to follow and the youth to glorify.(SANDY BELARMINO/7LPC)

CONTAINER GARDENING, ISINAGAWA SA SPC-BJMP

San Pablo City – Sa pangunguna ni Major Wilmor Plopinio, hepe ng BJMP sa lunsod na ito ay isinagawa ang seminar hinggil sa “Container Gardening” para sa kapakinabangan ng mga inmates noong nakaraang Mayo 6. Ang inisyatiba ay agad na tinugon ng mga taga San Pablo City Agriculture Office na siyang nagsagawa ng naturang seminar.

Tinalakay ni Ms. Elizabeth M. Eseo, SPC Supervising Agriculturist ang iba’t ibang uri ng gulay na maaaring ipunla sa mga sira nang container. Ayon kay Eseo.angkop ang “container gardening” sa BJMP compound dahil sa kakulangan ng espasyong pagtataniman.

Binigyang halaga ni Eseo ang “Food Always In The Home” (FAITH), ang matagumpay na programa ng pamunuan ni Laguna Gov. Teresita S. Lazaro. Naging tanyag ang FAITH dahil sa sistematikong pagtatanim at pangangalaga ng mga gulay, prutas, mga halamang gamot at kauri nito na itinatanim sa bakanteng espasyo ng ating mga bakuran.

Ang paghahalaman sa mga piitan ay bilang pagtupad sa ipinalabas na kautusan ni BJMP Region 4A Director S/ Supt Norvel M. Mingoa, na inaatasan ang mga Provincial Jail Administrators at mga wardens na hikayatin ang mga inmates na magtanim ng gulay sa bakanteng lote ng mga piitan at ito’y tumutugon din sa naunang direktiba ni BJMP Chief General Rosendo M. Dial.

Matatandaan na ang San Pablo City BJMP ay nauna nang nagtanim ng halamang gulay sa tubig (Hyroponic) na natutunan ng mga inmates dahil sa matiyagang pagtuturo nina G.. Elmer Belen, SPC senior Agriculturist at ng ama niyang si G. Renato Belen, proprietor ng Ato Belen’s Farm ng Brgy. San Juan sa lunsod na itoat isa sa mapalad na napiling Most Outstanding San Pableño (Agriculture sector).

Nararapat ang mga ganitong kaalaman at pagsasanay upang sa oras ng paglaya ng mga BJMP’s inmates ay maging kapakinabangan ng lipunan at hindi na muling tahakin ang maling landasin.

Naging kaisa at kabalikat ng Lunsod ng San Pablo ang lokal na pamahalaan ng Santa Rosa City sa isinasagawang pagdiriwang ng ika-68 taong pagkakatatag ng San Pablo bilang isang siyudad. Lumahok ang Lunsod ng Santa Rosa sa mga exhibition games (volleyball) bilang pagpapakita ng pakikiisa ng pamunuan ni Mayor Arlene Arcillas-Nazareno sa Administrasyon ni San Pablo City Mayor Vicente B. BJMP CALABARZON HAS NEW CHIEF

As Jail Chief Superintendent Gregorio F. Anglo, outgoing Regional Director, handed the flag of BJMP-Region IV-A, to his successor, Jail Senior Superintendent Norvel M. Mingoa, he said, “It is time to step aside to give way to another deserving one,” the new regional director for CALABARZON simply answered, “the transfer of authority is common in the history of uniformed personnel.” What are new are the challenges the he have to face since the region have its own peculiarity that must be thoroughly studied so that his programs could be consistent with the program and policies laid by the new Chief of the Bureau of Jail Management and Penology, Jail Director Rosendo M. Dial.

Director Mingoa assured Director Dial that the experiences he gained as regional director for Central Luzon and Region 9 will be useful references in implementing programs for the welfare and security of both inmates and jail personnel . They have their own rights that must be protected.

The formal turned-over ceremonies held last Friday, April 25, 2008, at King Marcus Hall of Queen Margarette Hotel along Diversion Road in this city, also marked the retirement of Chief Superintendent Gregorio Anglo from the service having had reach the mandatory age to retire, and the affairs was conclude with a testimonial dinner where officers of the BJMP, both in active and in retired status, expressed their testimonies about the retiring jail director. They are Jail Senior Superintendent Gilberto P. Marpuri, Jail Superintendent Randel H. Latoza, and of course, BJMP Chief, Jail Director Rosendo M. Dial. (Wilmor Timbal Plopinio/7LPC)

MOST OUTSTANDING SAN PABLEÑO 2008

Dr. Jaime Aristotle B. Alip, founding president and chairman of the board of directors of San Pablo City CARD Rural Bank lead this year selection of “The Outstanding San Pableños” chosen to help commemorate the 68th Founding Anniversary of the City of San Pablo. He was chosen for Rural Development Through Microfinancing Category.”
Commonwealth Act No. 520 granting City Charter to then prosperous town of San Pablo was approved by President Manuel Luis Quezon on May 7, 1940, and formally inaugurated its city government on January 2, 1941 with Interior Secretary Rafael Alunan inducting the first set of city officials led by former Laguna Governor Potenciano Malvar as appointed City Mayor.

In the announcement made by Dr. Ester C. Lozada, City Schools Superintendent and chairperson of the selection committee created through an executive order issued by Mayor Vicente B. Amante, other awardees who will be formally honored by the community during a formal dinner meeting of city officials with community leaders at the Coco Palace Hotel and Restaurant at Barangay San Francisco this coming Tuesday evening, May 6, 2008, are Dean Palermo A. Bañagale for Accountancy; Plant Propagator Renato A. Belen for Agriculture; CHED Regional Director Amelia A. Biglete for Education; Supreme Court Justice Arturo D. Brion for Government Service; Court of Appeal Justice Rodrigo V. Cosico for Law and Judiciary; Olympic Swimmer Marie-Lizza Toinette Frias Danila for Sports; SPC Chamber of Commerce and Industry President Plaridel G. dela Cruz for Business; Association of Geodetic Engineers of the Philippines President Danilo D. Dichoso for Engineering; Nobel Laureate Rodel D. Lasco for Science and Technology, and Music Professor Ester Alcantara-Locson for Arts and Culture.

It can be recalled that when the City of San Pablo commemorated its 50th Charter Anniversary on May 7, 1990, among “The Outstanding San Pableños (TOSP)” chosen by a award committee chaired by RTC Judge Bienvenido V. Reyes and City Prosecutor Leon M. de Villa were U. E. President Conrado P. Aquino for Education; Dean Bartolome Carale for Law and Legal Education; Retired City Engineer Guillermo P. Inciong for Engineering; Commodore Rogelio A. Dayan for Military Science, Baseball Pitcher Johnny “Lefty” Briones for Sports; Local Civil Registry Office Clerk Felipe Caro for Government Service; and Ruben E. Taningco for Journalism;

When San Pablo celebrated its 53rd Charter Anniversary, on May 7, 1992 and Mayor Vicente B. Amante initiated the Don Tomas D. Dizon Statemanship Award, in honor of the author of Commonwealth Act No. 520, chosen to received the honors was RTC Executive Judge Bienvenido V. Reyes. Merit awards were given to Dr. Juan B. Hernandez for hometown history, Dr. Vidal Raymundo for medical practice; and Lion Eduardo Lim for community services and entrepreneurship. Reyes is the co-chairperson of the 2008 Awards Committee.
