San Pablo City – Isang power-point lecture na may pangkabuhayang paksa ang personal na isinagawa ni Laguna Lake Development Authority (LLDA) General Manager Edgardo C. Manda na ang konsepto ay pagpaparami ng punong kawayan upang malabanan ang lumalalang global warming, sa harap ng mga bagong opisyal ng Seven Lakes Integrated Fisheries and Aquatic Resources Management Council (FARMC) kahapon sa lunsod na ito.
Ang lecture na dinaluhan rin nina City Mayor Vicente B. Amante at Rizal Mayor Rolen Urriquia ang tumatalakay sa siyensya ng pagpapatubo ng kawayan, wastong pag-aalaga at mga pakinabang na makukuha dito mula sa pinakamaliit na pagsasangkapan hanggang sa mahalagang papel nito sa kalikasan at reporestasyon ng bansa.
Ayon kay Manda, ang kawayan palibhasa ay isang uri ng damo ay madaling buhayin katunayan aniya ay tumutubo na ito tatlong linggo makaraang itanim, at tatlong buwan ay may mga ready buyers nang landscapers at ornamental plants dealers.
Hinikayat ni Manda ang FARMC na humanap ng gagawing nursery upang makapag-punla ng maramihan at nagbigay katiyakan na bibilhin ng LLDA ang bawat seedlings na mapalalago ng samahan upang itanim sa mga kalbong bundok ng bansa panlaban sa global warming.
Ipinag-utos ni Mayor Amante sa kanyang city agriculturist na alalayan ang FARMC sa bamboo propagation upang magkaroon ang mga ito ng karagdagang kita bukod sa pangingisda sa pitong lawa ng lunsod. (NANI CORTEZ)

PGMA, IPINAG-UTOS NA KALINGAIN ANG MGA NASALANTA SA REHIYON
Camp Vicente Lim - Tumuon sa pagbabangon ng pangkabuhayang kalagayan at pagpapakumpuni sa mga nasirang tahanan ng mga biktima sanhi ng bagyong Frank ang naging buod ng pagbisita ni Pangulong Gloria Macapagal-Arroyo, makaraang malaman sa Regional Disaster Coordinating Council (RDCC 4A) ang lawak ng pinsalang idinulot ng naturang kalamidad sa rehiyon.
Nabatid ng pangulo batay sa briefing na isinagawa ni P/C Supt. Ricardo Padilla, Calabarzon PNP Chief, at tagapangasiwa ng RDCC 4A na sa 12 siyudad at 130 minisipalidad ng rehiyon ay 10 lunsod at 73 munisipyo ang naging apektado na kinapapalooban ng 998 barangay, 104,406 pamilya o 512,656 katao kung saan 37 ang nasaktan, 17 ang nasawi at dalawa ang nawawala pa sa kasalukuyan.
Ang pinsala sa agrikultura ay P448 milyon at sa mga inprastraktura ay P22 Bilyong piso. Malaking bahagi ng rehiyon ang apektado subalit ang maagap na pagkilos ng mga lokal na pamahalaan at mga ahensya sa ilalim ng RDCC 4A ay naging malaking tulong upang maibsan ang naranasang hirap ng mga biktima, tulad ng pagkakaligtas sa 28 pasahero ng lumubog na MV Princess of the Stars sa baybayin ng Quezon.
Kasalukuyang tinutugunan na ng Kagawaran ng Pagsasaka at DPWH ang mga naturang suliranin.
Nakatawag pansin sa pangulo ang kalalagayan ng mga mangingisda sa Infanta, Quezon, kung saan 50,000 pamilya ang naapektuhan ng bagyong nagdaan. Dahil dito ay agaran niyang ipinag-utos sa BFAR (Bureau of Fisheries & Aquatic Resources) ang pamamahagi ng lambat at bangka upang ang mga ito ay madaling makabangon.
Tinagubilinan rin ng pangulo ang Dept. of Environment and Natural Resources (DENR) na madaliin ang pag-aaral sa lupang sakop nito na posibleng pagtayuan ng mga permanenteng tahanan na mapaglilikasan ng mga pamilyang nawalan ng tahanan.
Pumangalawa sa Quezon ang Cavite sa dami ng pamilyang napinsala ng bagyong Frank na may 40,645, Laguna 7,157, Rizal 3,855 at Batangas 2,523. (NANI CORTEZ)

PITO-PITO PARA SA PITONG LAWA
San Pablo City – Inilunsad noong Biyernes ang isang kilusan ng mga socio at samahang sibiko na ang layunin ay makapangalap ng pitong milyong piso sa nalolooban ng pitong buwan para sa development projects ng Lingap sa Pitong Lawa Foundation sa lunsod na ito.
Pangungunahan ng Atikha Overseas Workers and Community Initiative Ins. (AOWCII) ang naturang proyekto at ang matitipong pondo ayon kay Marga Roman, marketing director ng Coco Natur OFW Producer Cooperative na sa ilalim ng AOWCII ang gagawing panustos sa pagsusulong ng Entrepreneurship, Education, Environmental Protection at Eco-Tourism (4E) para sa mga magiging benepisyaryo.
Nakapaloob sa konsepto ng proyekto dugtong pa ni Roman ang pagbabayanihan ng mga San Pableño partikular ang mga nagtatrabaho sa ibayong dagat at mga nanatili sa lunsod na kapwa may malasakit sa mga dukhang residente ng lunsod. Pangunahing layunin nito ang maitaas ang antas ng pamumuhay ng mga kapus-palad.

PAROLE AND PROBATION OFFICE 32 YEARS IN SERVICE
Parole and Probation Office (PPO) is a bureau under the Department of Justice. Spread all over the country, its offices have the primary task as its name connotes to supervise and oversee the rehabilitation of parolees and probationers. Parolees are convicted individuals released from prison after serving the minimum period of their sentence. Probationers are those first offenders whose conviction the penalty did not exceed six years. Both were released to give them chance to reform and become free men again under certain conditions they have to observe.
The Parole and Probation Office sees to it that they observe these conditions and it implements also program geared to assist these parolees and probationers economically, psychologically and morally. The programs consist of creating a new paradigm in their life outlook to enable these individuals who are again assimilated to the community to realize that they are still worthy of respect as a human being, they can still be productive and useful citizen of the country.
These gargantuan tasks in subtle anonymity, the Parole and Probation office exert utmost effort to effectively and efficiently perform. The mettle of the parole and probation officers is often tested because they constantly have to entertain various individuals of various idiosyncrasies. People often expect miracle from and treated them like super person who can solve problem at a flick of a finger.
In San Pablo City district covering the towns of Nagcarlan, Rizal, Alaminos and the City of San Pablo in the province of Laguna in Region IV under Director Corazon Ocampo the PPO office is headed by a very hard working and low key multi awarded Chief Parole and Probation Officer in the person of Ms. Yolanda Deangkinay. She is ably assisted by Parole and Probation Officers Thelma Olazo , Lynn Mitra and Abigail Cariquitan with some help from the casual employees provided by the local government Brenda Adona and June Juliano.
The sheer number of parolee and probationer under their ward is daunting. Every one has to be personally investigated and supervised. They have to be visited in their own homes. Neighbors and the Barangay Officials are interviewed in preparation to periodical assessment and report. The territorial size of the district is already intimidating. There are places not accessible to public transport. The probation officers with the office meager resources at their disposal have to travel on foot. Occasionally they rubbed elbows unknowingly with local goons, hiding criminals or communist rebels. Their lives are constantly at stake. It is sheer dedication to the nobility of service that keeps them going.
To augment their manpower the Parole and Probation Office conceived the idea of tapping the services of kind hearted and responsible volunteers in their area of responsibility. These are selected individual trained to perform some of the jobs of the officers. Volunteers are headed by Ms. Jocelyn “ Joy” Gonzales the elected President. Among the members are PPO Volunteers Ricardo Manalo, Danny Acejo, Jun Dichoso, Juanito Consignado, Edwin del Carmen, Mike Vita, Julius Panganiban, Ms. Violy de Mesa, and Tet Sumague to name a few.
Truly for 32 years the Parole and Probation Office and its dedicated personnel have withered the challenges for their existence and the office has evolved strongly in the service of less fortunate individual who became victims of multifaceted morbid phenomenon .The idealism never wane and will continue until its mission accomplished and the vision is in place.
