JANUARY 15, 2009, SPECIAL NON-WORKING DAY IN THE CITY OF SAN PABLO

As per Proclamation No. 1701 signed by Executive Secretary Eduardo Ermita in behalf of President Gloria Macapagal Arroyo last January 9, 2009, January 15, 2009 is a Special Non-working Day in the City of San Pablo to give the residents the opportunity to fittingly celebrated the Feast Day of Saint Paul, The First Hermit, which coincided with the commemoration of the 412th Anniversary of the Founding of the Parish of San Paul, The First Hermit by the Augustinian Fathers, and now the seat of the Diocese of San Pablo, Inc. according to City Mayor Vicente B. Amante who officially received a signed copy this morning.

Earlier, as per resolution of the Bangko Sentral ng Pilipinas, January 15th of every year is a banking holiday in the city as a security measure, considering that most of the bank offices in the city are located near the City Cathedral. Amante added

SQUID TACTIC

The move of Vice Mayor Frederick Martin A. Ilagan of criticizing Mayor Vicente B. Amante during the first flag raising ceremony for 2009 yielded negative reactions from the public especially to analyze the situation and the eyes to see beyond the language of his speech.

Apparently, Ilagan had been continuously using the regular flag raising ceremony of the local government to destroy the credibility of the City’s Chief Executive by raising controversial issues inappropriate for the occasion. The issues he is bawling should be brought to the proper forum and not during flag ceremonies which are supposed to be conducted with solemnity and reverence.Amante was right when he said Ilagan should not interfere with the affairs of the executive department because even up to the present time, Ilagan has yet to prove his fighting spirit and disposition as a leader.

It would be recalled that the Sangguniang Panlunsod of San Pablo City failed to hold their regular session for the whole month of December due to lack of quorum. People say this should not be the case if Ilagan is a good leader!Just by mere looking at the situation cited above, it would be easy to conclude that Ilagan is simply employing the filthy “squid tactic” to cover up his inability, inefficiency and impotence and that of his colleagues to the serve the people of San Pablo City.

San Pablo City: Ito ang humigit-kumulang ang buod ng pananalita ni Mayor Vicente B. Amante ng lunsod ito bilang ganting-tugon sa mga batikos sa kanya ni Vice-Mayor Martin Ilagan noong ika-5 ng buwang kasalukuyan sa unang flag ceremony ng city hall sa taong 2009.

Naganap ang insidente sa loob ng One Stop Shop Processing Center matapos batikusin ni Ilagan ang administrasyon ni Amante na diumano’y namili ng mga lupain at mga bagay na hindi naman ginagamit subalit sa pananaw ng mga nagsidalo, ang ginawa ni Ilagan ay isa lamang taktika upang ilihis ang mga kasalukuyang usapin na bumabalot sa Sangguniang Panlunsod gaya ng hindi pagkakaroon ng sesyon simula noong huling linggo ng Nobyembre at buong buwan ng Disyembre, 2008 at ang matagal ng isyu hinggil sa cedera.

Matatandaang ang hindi pagkakaroon ng quorum sa Sangguniang Panlunsod noong nakaraang isang buwan at kalahati ang dahilan upang hindi matuloy ang regular na sesyon. Ipinalagay ng marami na natakot ang mga konsehal sa pagbubunyag na gagawin ni Konsehal at Bokal Danny “D.Y: Yang lalo na yaong sangkot sa diumano’y suhulan sa cedera.

Napasulat rin sa ilang lokal na pahayagan sa lunsod na ito ang tinatayang halos P2 milyong pisong lugi ng pamahalaang-lokal sa pasahod at benipisyo na ibinayad sa mga kawani ng sanggunian gayundin sa mga konsehales na hindi naman nakaganap ng kanilang tungkulin. Ang halagang nabanggit ay buhat sa buwis ng mga mamamayan.

Ayon sa mga nakapakinig, ang ginawang batikos ni Ilagan sa halip na pagbati ay isang indikasyon ng kakulangan ng liderato ng Vice-Mayor. “Dapat naman ay hindi isinabay ni Vice-Mayor Ilagan ang kanyang batikos sa unang araw ng pagbubukas ng opisina”, wika ng isang senior citizen na tumangging magpabanggit ng pangalan.

Sinabi pa rin ni Amante na hindi ang regular na flag ceremony ang tamang lugar, panahon at pagkakataon upang batikusin ni Ilagan ang sangay na ehekutibo dahil hindi pa niya napapatunayan ang kanyang kakayahan bilang pinuno ng lokal na lehislatibo.

Idinagdag pa ni Amante na hindi na niya papayagan si Ilagan na muling sirain ang palatuntunan tuwing Lunes at hahayaan lamang niya itong lumahok “on a case to case basis” o kung mayroong formal request. (Sandy Belarmino/Mel B. Evangelista/7LPC)
