Cavinti, Laguna - Bigo pa rin ang Tanggapan ng Gobernador ng lalawigang ito at Department of Interior and Local Government (DILG) na ipatupad ang kautusan ng Office of the Ombudsman na suspendihin ang alkalde at municipal administrator ng bayang ito sa kabila ng ang desisyon ay naibaba na noon pang Mayo 29, 2009 at may pagsang-ayon mula kay Acting Ombudsman Orlando Casimiro.
Sa usaping OMB-L.A. 07-0542-H na may pamagat na “Rosendo G. dela Torre vs. Florecelie Esguerra et al” ay napatunayan ng Ombudsman na sina Cavinti Municipal Mayor Florecelie Esguerra at Municipal Administrator Frederic Lubuguin na kapwa guilty of Oppression and Conduct Prejudicial to the Best Interest of the Service.
Sila ay nahatulan ng six (6) months suspension without pay ayon sa ipinag-uutos ng Section 10, RuleIII, Administration Order No.7 as amended by administration Order No.17 in relation to Section 25 ng Republic Act No. 6770.
Naghain ng motion for reconsideration sa Ombudsman ang alkalde at kanyang municipal administrator noong Mayo 4, 2009 subalit noong Hunyo 9, 2009 ay nagpadala ng 1st endorsement si Deputy Ombudsman for Luzon Victor Fernandez sa DILG para ipatupad ang suspension.
Ang motion for reconsideration ay nagdulot ng kalituhan sa panig ng DILG, partikular sa rehiyunal at panlalawigang tanggapan nito, kaya’y sila’y nag-atubili na sundin ang iniaatas ng Ombudsman, gayong malinaw ang tagubilin ng Office of the Ombudsman na Memorandum Circular No.01 Series of 2006 na inilabas ni Ombudsman Ma. Merceditas Gutierrez.
Mababasa sa nasabing memorandum na sa Section 7 Rule III ng Administrative Order No.07 na tumatalakay sa Ombudsman Rules of Procedure na ang desisyon ng naturang tanggapan ay dapat agarang ipatupad at tanging Temporary Restraining Order (TRO) o Writ of Preliminary Injunction ang makakapigil.
Sa ngayon ay nababahala na ang mga residente ng lugar dahil sa nasabing kabiguan ng DILG at Panlalawigang Pamahalaan na maipatupad ang hatol ng Ombudsman, sanhi nito ay ang pagtaas ng tension sa nasabing bayan dahil sa possible anilang may nagmamaniobra upang ito ay pigilan.

LOS BAÑOS CELEBRATES BAÑAMOS FESTIVAL
LOS BAÑOS, LAGUNA - The special Science and Nature City of the Philippines will hold its annual Bañamos Festival on September 16-20, 2009. The event coincides with the 394th foundation anniversary of the town of Los Baños in Laguna.
The festival is spearheaded by Mayor Caesar P. Perez with the support of the Sangguniang Bayan, Los Baños Tourism Council led by Anthony Genuino and various agencies, civic groups, institutions and corporate sponsors.
Bañamos (“we bathe” in Spanish) commemorates the founding of the town whose name is derived from hot spring baths abundant in the area. The celebration also showcases local products, talents and beauties, and the townspeople’s pride of place in week-long festivities that include a civic parade, foundation anniversary program, Himigsikan battle of the bands, musical concerts, Miss Los Baños pageant, spa and wellness fair, Buko Pies Atbp and street dancing competition called Bayle de Kalye.
The festival promises lots of surprises to local and foreign tourists which will enable them to discover more about Los Baños said Prof. Roberto P. Cereno, Chairman of Bañamos 2009 Festival Program.

MAHIGIT 500 PASYENTE NATULUNGAN SA MEDICAL-DENTAL MISSION NG PCSO AT CHO
San Pablo City- Kaugnay ng pagdiriwang ng 75th Anniversary ng Philippine Charity Sweepstakes Office (PCSO), nagsagawa ang ahensya ng isang medical-dental mission sa pakikipagtulungan ng City Health Office (CHO) at ni Mayor Vicente Amante, kung saan mahigit 500 pasyente ng lunsod ang naserbisyuhan. 430 sa mga ito ang napagkalooban ng medical services at 150 naman sa dental na isinagawa noong Sept. 6, 2009 na ginanap sa CHO Extension Office, Brgy. San Jose. Nagsimula ang proyekto mga bandang 6:45 ng umaga at natapos ng 4:00 ng hapon.
Pinamunuan ni Dr. Job Brion, City Health Officer at Dra. Nida Glorioso, Asst. CHO ang nasabing proyekto kasama ang iba pang medical officers na sina Dr. Ed Quiambao, Dra. Ruth Belulia, Dra. CITY TASK FORCE LABAN SA MULING PAGLITAW NG INFECTIOUS DISEASES, BINUO
San Pablo City- Kamakailan lang ay nilagdaan ni Mayor Vicente Amante ang Executive Order No. 05-2009 para sa isang “City Task Force for the Control of Emerging and Re-Emerging of Infectious Diseases”. Ito ay isang multi-sectoral task force na pinamumuan ng punonglunsod bilang chairman at ng City Health Office (CHO) bilang crisis manager kasama rin ang DepEd/CHED, PNP, Sangguniang Panlunsod, SPC Medical Society, Private-Public Hospitals, Philippine National Red Cross-SPC Chapter, Senior Citizens, Women’s Federation, Association of Barangay Chairman at City Information Office.
Binuo ang task force upang higit pang maging handa ang pamahalaang lunsod kung sakali mang muling lumitaw ang iba’t-ibang infectious diseases tulad ng naranasan ng lunsod sa Influenza A H1N1 virus nitong nakaraang Hunyo hanggang Agosto taong kasalukuyan.
Kaugnay nito ay nagpatawag ang CHO ng isang pagpupulong nuong Setyembre 2, 2009 na ginanap sa CHO Main Office, 8thStorey Bldg ganap na ika-1:00 ng hapon upang ipaliwanag sa mga task force members kung ano ang nilalaman ng nasabing E.O. at kung anu-ano ang mga roles and responsibilities ng bawat miyembro.
Ang CHO bilang crisis manager ang siyang magsasagawa ng mga meetings/conferences para sa coordination ng mga gov’t agencies at private sectors at para sa issuance ng mga issue bulletin, advisory at general warning.
Ang mga miyembro tulad ng DepEd/CHED ay in-charge sa order of closure/suspension of classes, paggamit ng mga school building/edifice at health warning/advisories. Ang PNP naman ay para sa peacekeeping/checkpoint, transport/conduction ng pasyente sa mga hospital/health centers, quarantine measures at pag-aresto sa mga nagbebenta ng counterfeit drugs. Ang legislation naman ng mga kaugnay na batas ay nakaatas sa Sangguniang Panlunsod partikular na sa Chairman on Committee on Health and Sanitation. Ang medical sector at PNRC naman ay para sa paghahanda ng mga kinakailangang medicines at equipment, referral sa mga hospital at pagpapalakas ng surveillance at infection control. Samantalang ang Sr. Citizen, Women’s Fed., ABC at CIO ay para sa pagsasagawa at distribution ng mga info materials, pagbubuo ng public assemblies for health education at para sa iba pang community services. Nagkaroon ng pagbabago ang mukha ng political landscape sa bansa lalo pa ngayong papalapit na ang halalan sa Mayo 2010, at sakop nito ang mga naghahangad sa mga pambansang posisyon maging ng mga nais maglingkod sa lokal na elective position.
Pinakabago dito ang pagbibigay daan ni Liberal Party President Senator Mar Roxas sa kandidatura ni Sen. Noynoy Aquino. Una nang naghayag si Senador Panfilo Lacson ng kanyang pag-atras bilang kandidato sa pagka-pangulo. Sa darating pang araw at linggo bago ang official filing of candidacy ay inaasahan pang may mga aatras pa bilang kandidato.
Ang maliwanag sa ngayon ay kung may mga umaatras ay meron namang sumusulong tulad ng Kay Sen Aquino at Sen. Jamby Madrigal, na tila patotoo sa katotohanang kung may lumulubog ay mayroon namang lumulutang.

TANGGAPAN NG CITY ADMINISTRATOR
Parang pinagtiyap ang pagdiriwang ng kaarawan nina dating San Pablo City Administrator Atty. Hizon A. Arago at incumbent City Administrator Loreto “Amben” Amante nang magkasunod na Linggo, si Atty Arago noong August 30, samantalang si Amben ay September 1.
Ang dalawa ay humawak at humahawak ng napakahalagang posisyon sa siyudad, sapagkat ang Tanggapan ng City Administrator ay gumaganap ng mahalagang papel sa pangasiwaang panlunsod. Sila ang nagbibigay alalay sa punong lunsod kaugnay sa pang-araw-araw niyang gawain upang higit itong mapagaan nang sa ganoon ay higit na mapag-ibayo ng isang local executive ang kanyang paglilingkod.
Bagamat ang paglilingkod ng dalawang City Administrator ay sa magkaibang panahon ay kapwa nagampanan nila ang kaukulang serbisyo sa bayan na hinihingi ng kanilang tungkulin, naitaguyod nila ang panunungkulan ng city executive na kanilang pinagsisilbihan upang higit na maging epektibo ito bilang punong bayan.
Matatandaang dahil kay Atty. Arago ay matagumpay na nakapasa si Mayor Vicente B. Amante sa reeleksyon ng una niyang tatlong termino. Ang teamwork ng dalawa ay nagdulot ng ibayong pakinabang sa mga kababayang San Pablenyo. Hindi rin matatawaran ang naging ambag ni Arago sa naidulot na kaunlaran ng kanilang tambalan.
Samantalang sa panahon ng pagsubok dahil sa kawalan ng pakikiisa ng Sangguniang Panlunsod sa ginawa ng mga itong pag-upo’t pagbalewala upang hindi pagtibayin ang budget ng lunsod ay naging matatag pa rin ang Administrasyong Amante sa pamamagitan ni Amben nang hindi naantala ang daloy ng basic services sa mga kababayan.
Lubos na nadama ng mga San Pablenyo ang paglilingkod ng punong lunsod sa pagganap nina Atty. Arago at kasalukuyang City Admin Amben sa mga mandatong naiatang sa kanila. Sa kabila na sila’y mga alter ego lang ng alkalde ay nagawa nilang higit na mapaningning ang nasabing tanggapan para sa mata ng taumbayan.
Maligayang kaarawan po sa inyong dalawa, Atty. Arago at City Admin Amben. (SANDY BELARMINO)
Ang dalawa ay humawak at humahawak ng napakahalagang posisyon sa siyudad, sapagkat ang Tanggapan ng City Administrator ay gumaganap ng mahalagang papel sa pangasiwaang panlunsod. Sila ang nagbibigay alalay sa punong lunsod kaugnay sa pang-araw-araw niyang gawain upang higit itong mapagaan nang sa ganoon ay higit na mapag-ibayo ng isang local executive ang kanyang paglilingkod.
Bagamat ang paglilingkod ng dalawang City Administrator ay sa magkaibang panahon ay kapwa nagampanan nila ang kaukulang serbisyo sa bayan na hinihingi ng kanilang tungkulin, naitaguyod nila ang panunungkulan ng city executive na kanilang pinagsisilbihan upang higit na maging epektibo ito bilang punong bayan.
Matatandaang dahil kay Atty. Arago ay matagumpay na nakapasa si Mayor Vicente B. Amante sa reeleksyon ng una niyang tatlong termino. Ang teamwork ng dalawa ay nagdulot ng ibayong pakinabang sa mga kababayang San Pablenyo. Hindi rin matatawaran ang naging ambag ni Arago sa naidulot na kaunlaran ng kanilang tambalan.
Samantalang sa panahon ng pagsubok dahil sa kawalan ng pakikiisa ng Sangguniang Panlunsod sa ginawa ng mga itong pag-upo’t pagbalewala upang hindi pagtibayin ang budget ng lunsod ay naging matatag pa rin ang Administrasyong Amante sa pamamagitan ni Amben nang hindi naantala ang daloy ng basic services sa mga kababayan.
Lubos na nadama ng mga San Pablenyo ang paglilingkod ng punong lunsod sa pagganap nina Atty. Arago at kasalukuyang City Admin Amben sa mga mandatong naiatang sa kanila. Sa kabila na sila’y mga alter ego lang ng alkalde ay nagawa nilang higit na mapaningning ang nasabing tanggapan para sa mata ng taumbayan.
