PAROLE AND PROBATION OFFICE 32 YEARS IN SERVICE

Parole and Probation Office (PPO) is a bureau under the Department of Justice. Spread all over the country, its offices have the primary task as its name connotes to supervise and oversee the rehabilitation of parolees and probationers. Parolees are convicted individuals released from prison after serving the minimum period of their sentence. Probationers are those first offenders whose conviction the penalty did not exceed six years. Both were released to give them chance to reform and become free men again under certain conditions they have to observe.

The Parole and Probation Office sees to it that they observe these conditions and it implements also program geared to assist these parolees and probationers economically, psychologically and morally. The programs consist of creating a new paradigm in their life outlook to enable these individuals who are again assimilated to the community to realize that they are still worthy of respect as a human being, they can still be productive and useful citizen of the country.

These gargantuan tasks in subtle anonymity, the Parole and Probation office exert utmost effort to effectively and efficiently perform. The mettle of the parole and probation officers is often tested because they constantly have to entertain various individuals of various idiosyncrasies. People often expect miracle from and treated them like super person who can solve problem at a flick of a finger.

In San Pablo City district covering the towns of Nagcarlan, Rizal, Alaminos and the City of San Pablo in the province of Laguna in Region IV under Director Corazon Ocampo the PPO office is headed by a very hard working and low key multi awarded Chief Parole and Probation Officer in the person of Ms. Yolanda Deangkinay. She is ably assisted by Parole and Probation Officers Thelma Olazo , Lynn Mitra and Abigail Cariquitan with some help from the casual employees provided by the local government Brenda Adona and June Juliano.

The sheer number of parolee and probationer under their ward is daunting. Every one has to be personally investigated and supervised. They have to be visited in their own homes. Neighbors and the Barangay Officials are interviewed in preparation to periodical assessment and report. The territorial size of the district is already intimidating. There are places not accessible to public transport. The probation officers with the office meager resources at their disposal have to travel on foot. Occasionally they rubbed elbows unknowingly with local goons, hiding criminals or communist rebels. Their lives are constantly at stake. It is sheer dedication to the nobility of service that keeps them going.

To augment their manpower the Parole and Probation Office conceived the idea of tapping the services of kind hearted and responsible volunteers in their area of responsibility. These are selected individual trained to perform some of the jobs of the officers. Volunteers are headed by Ms. Jocelyn “ Joy” Gonzales the elected President. Among the members are PPO Volunteers Ricardo Manalo, Danny Acejo, Jun Dichoso, Juanito Consignado, Edwin del Carmen, Mike Vita, Julius Panganiban, Ms. Violy de Mesa, and Tet Sumague to name a few.

Truly for 32 years the Parole and Probation Office and its dedicated personnel have withered the challenges for their existence and the office has evolved strongly in the service of less fortunate individual who became victims of multifaceted morbid phenomenon .The idealism never wane and will continue until its mission accomplished and the vision is in place. HULYO, BUWAN NG NUTRISYON

San Pablo City - Inihudyat na sa pamamagitan ng isang payak na palatuntunan na sinundan ng parada ang panimulang yugto sa pagdiriwang ng ika-34 na Nutrition Month sa lunsod na ito, kaalinsabay ng buong bansa noong Martes, Hulyo 1.

Sa temang SA WASTONG NUTRISYON NI MOMMY SIGURADONG HEALTHY SI BABY ay pinangunahan ng POPCOM ang nasabing pagdiriwang na nilahukan ng mga Barangay Nutrition Scholars (BNS), Barangay Health Workers (BHW), pakikiisa ng Office of Social Welfare Development (OSWD) at City Health Office (CHO), na ang pawang layunin ay maitampok ang kahalagahan ng tamang pagkain sa ikapagtatamo ng wastong kalusugan.

Sang-ayon kay G. Victoriano A. Mercado, Hepe ng Popcom, ay maglulunsad sila ng programa upang hikayatin ang maraming ina ng tahanan na daluhan ang mga pagsasanay na isinasagawa ng kanilang mga BNS sa bawat barangay upang higit nilang matutunan ang balance diet at tamang nutrisyong kinakailangan ng kanilang mga anak. At sa darating na Hulyo 23 at 24 ay muling gaganapin ang Popcom’s Drawing Contest at Nutrition Quiz para sa mga lalahok na elementary students ng lunsod at ang paligsahang ito ay gaganapin sa Lion’s Clubhouse na nasa Dagatan Blvd., Lunsod ng San Pablo

Kada taon dugtong pa ni Mercado ay nagdaraos sila ng Essay Writing Contest para sa mga mag-aaral sa elementarya at high school sa lunsod sa hangaring maikintal sa mga kabataan ang importansya ng nutrisyon sa buhay ng tao.

Sa ilang taong nakalipas, ang mga BNS sa lunsod na ito ay isa sa mga palagiang nangunguna sa rehiyon ng Calabarzon kung performance ang pag-uusapan. (SANDY BELARMINO)

ISANG TAON NA PO SILA

Parang kailan lamang, na marahil ay hindi namamalayan ng marami sa atin, nang simulang umugit sa tungkulin ang mga nagsipagwagi sa midterm elections noong Mayo 2007, ngayon ang kanilang ika-isang taon sapul ng manumpa at umupo sa trono ng katungkulan.

Ang tanong ay nasaan sila makaraan ang unang taon at saan tayo pinulot matapos magpasya kung sino ang mamumuno sa pamamagitan ng balota? Ang unang taon ba natin sa ilalim ng kanilang pangangasiwa ay naging kabagot-bagot, kawili-wili o naging kapanapanabik? Sino ang nagkulang, sila o tayo? At sa malapit na pag-uugnay ay sino ang higit na nagkamali, ang inihalal o ang naghalal?

Nakatitiyak na iba’t-ibang reaksyon ang makakalap dito sapagka’t ang inihalal natin noong midterm elections ay 12 senador, isang congressman, gobernador at bise-gobernador, 2 0 3 board member, isang mayor at vice-mayor, 10 konsehal at isang party list representative para sa mababang kapulungan. Sa kanilang hanay ay nasisiguro ng pitak na ito na may tumupad sa kanilang mandato, at ang iba’y hindi man masasabing nag-walanghiya ay tinimbang ngunit kulang.

Nananatiling mataas ang pagpapahalaga ng taumbayan sa senado, na ibig lang sabihin ay naipagkaloob ng mga senador ang serbisyong kanilang ipinangako. Ikinatuwa ng bayan ang ginawa nilang pagmamatyag laban sa pang-aabuso. Sa pagitan ng pagbalangkas ng mga batas ay sila ang naging matang lawin na tagabantay sa kayamanan ng bansa bagama’t may ilan sa mga ito ang mistulang color blind sa pangungurakot ng mga “kapak-ners” nila. Ang mga ito ay kilala ng bayan, ngunit sa kabuuan ay performer ang senado.

Sa mababang kapulungan ay naku po, Susmaryusep!! Ang kongreso kung ito ay isang produkto ay walang bibili kahit iyong i-bargain sale. Sari-saring interes ang kanilang ipinaglalaban na karaniwang pangsarili lamang. Dito pa lang ay bagsak na sila kaya hindi sila pinapansin sa mga pamilihan. Ito rin lang ang kapulungang hirap na hirap makabuo ng QUORUM sa dami ng umaabsent sa sesyon. Daig pa sila ng mga grade 1 sa elementary na takot umabsent. Kahit itanong mo kay MAM.

Ano pa’t iba-iba ang nararanasan sa bawat probinsya. May mga gobernador na nagdi-deliver at may naglalako ng pagkakalat. Kaya nga lang ay paper bag na may lamang pera ang idinideliber at hindi pagsi-serbisyo sa bayan. Meron din namang matitino tulad nina Gob. Panlillo at Mendoza na umamin agad at hindi tumatanggi. Sa mga Sangguniang Panglalawigan ay medyo may kabagalan ang lehislasyon ngayon na nakakaantala sa mga proyektong pambayan.

Higit na malawak subalit mas madaling tantiyahin ang mga alkalde, bise-alkalde at mga konsehales kung sila’y tumupad sa kanilang plataporma de gobyerno sa panahon ng kampanya. Batid ng taumbayan ang mga may sigasig at kung sino ang ningas kugon sa mga ito. Isa’t dalawa lang ang mga bagay na ito, ang ikaw ay mainip sa pagsapit ng 2010 election upang mapalitan ang mga lumihis sa kanilang pangako o kuntento ka na dahil nadadama mo ang malasakit ng tunay na lingkod bayan ng tulad ng sa Lunsod ng San Pablo.(SANDY BELARMINO)

RELASYON NG PNP AT MILITAR SA LUNSOD MAS TUMIBAY

San Pablo City - Nagkaisa ang San Pablo PNP at Armed Forces of the Philippines na magtulungan upang higit na maisulong ang katahimikan at kaayusan sa lunsod na ito at paligid bayan sa isinagawang pagpupulong ng Peace and Order Council (POC) kamakailan.

Ang pakikiisa ay inihayag ni 202nd Brigade Commander Col. Tristan Kison sa harap ng mga stakeholder na kinabibilangan ng PNP, BJMP, BFP, DOJ, DENR, mga NGO’S at iba’t-ibang ahensya ng pamahalaang lokal at nasyunal sa pangunguna ng DILG.

Iminungkahi ni Col. Kison ang paglulunsad ng isang programa na magpapatibay sa relasyon ng AFP-PNP sa komunidad upang matamo ang patuloy na kapayapaan sa lunsod at buong lalawigan. Nakapaloob sa kanyang panukala ang madalas na pakikipagtalastasan sa mga opisyal ng barangay at mga residente nito upang alamin ang kanilang suliraning pangkatahimikan para sa kaukulang alalay sa taumbayan.

Agarang sinangayunan ni P/Supt. Joel Pernito, Chief of Police ng lunsod ang suhestyon ni Kison sapagkat aniya’y talagang epektibo ang naturang panukala batay sa kanilang ipinatutupad na barangay visitation. Ibayong tulong din sa katahimikan ng lunsod ang intelligence sharing na nakapaloob dito ayon pa sa hepe ng kapulisan.

Ang pulong ng POC ay dinaluhan din nina Asst. Provincial Prosecutor Florante D. Gonzales, J/S Insp. Arvin T. Abistillas, SPC Secretary to the Mayor Rudy Laroza at mga personaheng nagmamalasakit sa katahimikan ng lunsod. (NANI CORTEZ)

EDIPISYO NG CITY HALL, IPINAGAMIT NI AMANTE SA LANDBANK

San Pablo City- Umabot na sa humigit kumulang na 7,000 ang nabayaran ng Land Bank of the Philippines simula nang ipagamit ng lokal na pamahalaan ang mga edipisyong Pamana Hall at One Stop Shop sa ilalim ng Pantawid Kuryente Katas ng VAT subsidy program ng pambansang pamahalaan sa mga below 100 KW end user ng Meralco.

Ang pagpapagamit sa mga naturang edipisyo ay bilang tugon ni Mayor Vicente B. Amante sa mga karaingang nakarating sa kanyang tanggapan sa unang araw nang pagdagsa ng mga claimants sa sangay ng Land Bak, kung saan ay kanyang napag-alaman na maraming nagtitiyaga sa pagpila sa ilalim ng init ng araw.

Ikinatuwa ng mga taga Land Bank ang kagandahang-loob ng alkalde sapagkat nagbigay ito ng kasiguruhan sa kaligtasan ng mga claimants laban sa anumang sakuna at kaukulang proteksyon sa mga nabanggit laban sa anumang sakuna at kaukulang proteksyon sa mga nabanggit laban sa init ng panahon o biglang pag-ulan. Nagbigay din ito ng kaluwagan sa mga kawani ng naturang bangko at mga support group buhat sa DSWD bukod pa sa mga tauhang pinatulong ng punong lunsod na umalalay sa mga claimants.

Ang mga tumanggap ng P500 subsidy ay nagbuhat sa lunsod na ito, mga bayan sa ikatlong purok ng Laguna at mga bayan ng Tiaong at Dolores sa Quezon.

WHO IS NANI CORTEZ?

The name is use to recon something worth remembering or worth talking about. A name factors in as a universal denominator of his value to fellow. That is in a name. The personality behind the name give it value and the worth to his environment.

In a name like ERNANI “NANI” CASTILLO CORTEZ is there something to ring a bell? It is a plain name to other with nothing but trivial meaning. It is a naught analogous to hundreds perhaps thousand bearing the calling in many places with Spanish sounding languages but for us in Seven Lakes Press Corps the name Nani Cortez signifies the presidency of the corps, the unassuming writer, a media man who never get tired in search for truth and part it to his readers. Not the value in term of peso of a scoop but the worth of a story. He is a true blue blood media man who checks and double checks his facts before releasing them for publication.

Nani Cortez is a reporter whose prose can give life and excitement to otherwise monotonous events. He gives dept into one-dimensional story with his razor-sharp analyses and pointed correlations of them to persons and personalities creating the news. How it impacts every one thus, giving a local news national significant and national news local relevance is patent in his hypothesis. He is an under-rated writer in term of acknowledgment and of course in term of compensation. SAN PABLO CITY- Nasa larawan si Gold Medalist Asean Chess Player Carl Angelo Dizon-Perez ng Barangay San Roque, Lunsod ng San Pablo. Napagwagian ni Carl Angelo at ng kanyang mga ka-team ang medalyang ginto at ang unang karangalan sa katatapos lamang na 9th Asean Age Group Chess Championship na ginanap sa Danang, Vietnam noong nakaraang Hunyo 9-17 na nilahukan ng lahat na bansa ng Southeast Asia at humigit kumulang na 40 Chess player.
